The nature of modern society and the environment in which public bodies and public benefit entities operate is arguably generating a greater degree of uncertainty than heretofore. If risk is defined as the effect of uncertainty on objectives, modern uncertainties can generate both negative (threat) and positive (opportunity) implications.
