Risk management is a “ tool” and not a rule per se and provides a disciplined, structured and thorough approach to consider the uncertainties and challenges facing all entities. Led from the top, risk management can play an integral role in the effective governance and performance of an organisation, and not just exist as an additional business process. Maximising the value of risk management requires embedding risk management in how we run our organisations. Considering, for example, risk appetite in tandem with the development and review of strategic objectives; identifying, tracking and managing risks to the delivery of those objectives; identifying and exploiting material opportunities; through risk-informed audit and assurance processes; and in risk awareness supporting the organisation’s control system through its lines of defence. It also means “near miss” tracking and learning. Mature organisations will also report on their key risks and opportunities, assuring stakeholders that risk management is part of strategic business thinking.

Effectively embedding risk management does not happen by chance. It requires buy-in from the top and indeed from all levels throughout the organisation. It requires ‘champions’ and particularly a supported and empowered Chief Risk Officer or Risk function.

Elaine Kilroe

Elaine is Assistant National Director, Enterprise Risk Management, at the Health Service Executive (HSE). She has comprehensive knowledge of corporate governance requirements with experience in both public sector and private sector assurance reporting. She is an experienced lead report to Board committees on aspects of quality, risk management and assurance. She holds an MBS in Business Practice with further qualifications in human resource management, risk management, project management and data protection. 

Derek Jamieson

Derek is Director of Regions at the Chartered Institute of Internal Auditors (CIIA). His role sees him engaging with hundreds of internal audit leaders as he supports the development of the profession across the UK and Ireland.  He is a Fellow of the Institute and is also Chairperson of a not-for-profit lender to the micro finance sector.  

Tony O'Brien

Tony is a highly experienced non-executive director and committee member, currently chairing the Audit/Audit & Risk Committees at the Housing Agency, the RDS and Limerick City and County Council. He is also a member of the ARC at the Land Development Agency, as well as being a Council Member at the RDS and Board Member at the Housing Agency.
