Public service organisations face an increasingly complex cyber risk landscape, where the impact of a major systems failure or cyberattack can extend far beyond technical disruption and into core service delivery, reputational stability and public trust. This session, The Day After – Cyber and Systems Resilience, will focus on the practical steps leaders can take to strengthen resilience, ensure business continuity and embed crisis-ready governance frameworks capable of responding decisively if or when an incident occurs.
Our speakers will provide both an organisational and national perspective. Ian Shiel, Head of Cybersecurity and ICT Risk at South East Technological University (SETU), will provide insight on SETU’s experience of managing and recovering from a significant cyber attack in 2024, outlining lessons learned and what robust preparation and response looks like for public bodies. Puneet Kukreja a leading expert in cyber security and resilience will address the nature of the current threat landscape and how it is evolving, what is expected of public service bodies in terms of security standards and safeguards, and what cyber and systems' resilience looks like.

Ian Shiel
Ian Shiel is Head of Cybersecurity and ICT Risk at SETU, having joined in 2025. He was previously the Operations Director at CommSec Cyber Security, an Irish firm specialising in managed security services, threat monitoring, and cyber risk management. He also held lecturing roles in the cybersecurity area.
Puneet Kukreja
Puneet Kukreja is a Partner at EY and leads the firm’s Cyber Security practice across Ireland and the UK. With more than 20 years of experience in cybersecurity, technology risk and digital transformation, he advises boards and executive teams on navigating cyber risk in an increasingly complex digital landscape. Puneet has led large-scale cyber transformation programmes across sectors including banking, insurance, and healthcare, helping organisations strengthen resilience while accelerating cloud and digital adoption. A recognised international speaker, he has presented at over 75 conferences globally, sharing insights on cyber governance, emerging threats, and building secure, trusted digital ecosystems.
